Each year during the late fall/winter months, residential monthly water consumption is measured and averaged to determine the monthly sewer charge for the next year. The sewer averaging process occurs during the months of November, December, January, and February, because outdoor water demand is typically lower.  By taking steps to conserve now, you can save money all year long!

Why do this during this time of year?

The late fall/winter months coincide with seasonal low water use, with many households cutting back on irrigation, filling pools, and other outside water uses. This makes it easier to estimate the actual amount of water that goes directly into the sanitary sewer system versus being used for outdoor watering.

And since your wastewater average is calculated when your water use is typically lowest, you’ll receive the best possible fixed monthly wastewater fee. It won’t go up - regardless of how much water you use the rest of the year.

Why does the City use wastewater averaging as a basis for my wastewater bill?

Your water meter measures your monthly water use, but there is no meter to measure how much wastewater you send into the sewer system. An averaging method based on potable water meter readings during the fall/winter months helps us determine how much wastewater you send into the sewer system.

How is my wastewater average calculated?

Your wastewater average is based on meter readings for the clean water you use. Meter readings are taken over the course of four consecutive fall/winter months known as the wastewater averaging period. The month with the highest consumption is discarded, and the remaining three months' consumption is averaged together to reflect the resident's average consumption. The bills due in April will reflect the new sewer charge, which will be in effect for twelve months.  Conserving water during the wastewater averaging period will lower the volume of wastewater you will be billed for each month for the next year.
